Describe a real-world government policy that creates a market surplus. Be sure to carefully define the relevant market and the stakeholders that are involved in the market. Explain the efficiency implications of the policy you have picked. Make sure to relate your answer to the producer, consumer, and total surplus in the market. In the instance you have described, what is the government’s motivation for intervening in the market in this way? One of the major problems in applying the Coarse Theorem in practice is the existence of high transaction costs. Propose an approach that a third party could use that would reduce these costs sufficiently so that bargaining could
proceed. How likely is the solution to be efficient, and why? Do you think government intervention in the market will allow for markets to allocate resources, efficiently or not? 250 words with in text citation and references.
In this paper, you will be investigating your local area or state and identify one scarce resource. Please identify an environmental policy or program you plan to examine in the paper that has been used to deal with this scarce resource. Make sure that the proposed topic has a sustainability component to it. Define the policy or program, discuss its importance/relevance, outline its scope and objectives, and identify the stakeholders that are in the project. Do you think the policy or program to deal with this scarce resource will allow for more sustainability or not? What are your recommendations given all of the research you have done? Do you agree with the regulations/laws that have been proposed to help bring about sustainability? This paper should be five pages in length, which does not include your title and reference page that should be in APA formatting. You will need to make sure that you have at least 5 academic sources in your paper that are clearly noted to help either support or refute your position. You will need to include either one graph or table in your paper to present the data you are working with.
Please submit a three to five page paper; this does not include your title page nor your reference page. The project should address all questions listed above.
The project should be in APA Format and incorporate research and sources should be credited using APA format. Academic research should include text books, journals, articles and organizational resources.
All written submissions should be submitted in a font and page set-up that is readable and neat. It is recommended that students try to adhere to a consistent format, which is described below.
Typewritten in double-spaced format with a readable style and font and submitted inside the electronic classroom (unless classroom access is not possible and other arrangements have been approved by the professor).
Arial 12-point font or Times New Roman styles.
Page margins Top, Bottom, Left Side and Right Side = 1 inch, with reasonable accommodation being made for special situations and online submission variances.
CITATION AND REFERENCE STYLE
Assignments completed in a narrative essay or composition format must follow APA format.

The paper gives a clear selection of a policy and recommendations on how to deal with the environmental issue selected.
Writing Skills and APA Format
Paragraph and sentence transitions are present, logical and maintain the flow throughout the paper.
Paper has a clearly identifiable thesis statement that indicates the topic of the essay in the introduction.
Sentences are complete and written in a clear manner.
Paper must include a minimum of three Academic resources, which may also include the course textbook.
Paper must be a minimum of three to five pages double-spaced pages in length of content.
Paper must have a cover page that includes the following; Title of paper, Student’s name, Course name and number, Instructor’s name and Date submitted.
Paper is formatted according to APA style as outlined in the syllabus and citations are properly credited through the paper.
Paper includes a Reference Page that is formatted using APA style and is in alphabetical order.
Submission of assignments and grading
Be sure to turn in assignments and exams on time. I will be grading assignments continuously throughout each week. It is preferred that students visit the class each week and submit assignments during the week they are due. Note: Review the Late Assignments section below.
Turnitin: Plagiarism Prevention Software
Turnitin is a web-based plagiarism prevention application licensed, for campus use, through the APUS Online Library. The University makes available TurnItIn software to assist students in making proper attributions and avoid plagiarism. Be aware that professors may require Turnitin as part of their grading and evaluation procedures. All students can signup for an APUS student profile. With an APUS student profile, students can submit class assignments, as directed by instructors. Students also can use Turnitin outside of enrolled courses, as a learning tool, uploading and checking their work to avoid instances of inadvertent plagiarism. Please see the syllabus for the links.
To help you write Assignment 4: The Organism Profile you will first submit an outline to organize your thoughts and main points. Your outline should be formatted a specific way (described below) and must contain the following parts as described.To prepare for this assignment I recommend that you do the following:

C.The area of residence in which you and your organism are (country/state/city).

II.The Body: this section should contain
A.Background: include a general physical description of your organism.
B.Life Cycle: describe the life cycle of your organism.The life cycle refers to the series of changes that happens from the beginning of life as your organism develops and grows into a mature organism.Please see here for some hints on the Life Cycle.Note that some organisms (like plants) have a more complex life cycle than an animal does.If you have any questions on this please ask!
C.Structure and Function: please select one organ system of your organism that you find to be particularly interesting and describe both the anatomy and physiology of that system.

c.If you have selected a bacteria or a fungus the concept can be more complex.Please contact me directly for more help if needed.
D.Evolution: Evolution is best understood as heritable change over time, or descent with modification.Please be sure to discuss the evolution of your organism using the following guidance:
a.Conduct a review of scientific literature to understand what is known about the evolution of your chosen organism.Search key words like evolution, fossil, ancestor.Also, refer back to your results from Assignment 1.
b.Conduct a review of scientific literature to understand the family tree or phylogeny of your organism.Phylogeny is defined as the history of organismal lineage as they change through time. Search key words like phylogeny, phylogenetic and genetic analysis.
c.Use the Tree of Life Project, which can be found here, to help you identify the lineage and related species. In addition, here is a list of other useful websites that focus on evolution:

E.Additional Interests: The diversity of biological organisms is vast and interesting! Identify at least one unique fact or behavior not covered in the life cycle, structure/function or evolution and discuss it.For example, does your organism have an interesting parental care strategy or mating system? What about an adaptation or co-dependence with another species?
III.Conclusion section: this section should contain four to six bullet points that sum up the main points from the outline.
A.Start your conclusive section with one sentence summarizing some basic information about your chosen organism (name and geographical distribution).
B.Continue with a brief summary (1-2 sentences) about the life cycle and any particular body structures.
C.Include a brief note about its evolutionary path.
D.Include a brief summary (1-2 sentences) about the ecological role of your chosen organism in its ecosystem.
E.Wrap up the conclusive section with a closing note that provides brief information about a unique fact and/or behavior of your chosen organism.
IV.Reference section: this is not just a separate section; rather referencing should occur throughout the outline as it will in your paper.Please be sure to cite any language within the outline that should be cited.Proper citation and referencing were reviewed in Assignment 1; please look back at those resources and/or ask me if you have any additional questions. Your paper should also have a final reference page listing no less than five sources used throughout the outline.

We understand that this is a rough draft and as you research and writing continue over the next few weeks details may be added or changed.Although you do not have to resubmit it to me, I recommend that you update this outline to help you best complete Assignments 3 and 4.
Write your outline so that it has detailed bullets that you can easily then flesh out into sentences for the body of your paper (Assignment 4).
After your outline is complete, I recommend that you next draft your introductory and conclusion paragraphs.This will ensure that all the main points of the outline are incorporated in these two framing paragraphs.
Please note that less than 10% of your outline or paper (Assignment 4) should contain direct quotes.
